Cyber Operational Planner, Cybersecurity and Infrastructure Security Agency
Gavin To is a cyber operational planner with the Cybersecurity and Infrastructure Security Agency (CISA) Joint Cyber Defense Collaborative (JCDC). In this capacity, Gavin leads the development of joint cyber defense plans with JCDC’s federal interagency, state and local, and private sector partners. In 2022, Gavin was the lead planner for intra-agency efforts on Russia's invasion of Ukraine. Additionally, he was the lead planner for JCDC to counter Russian adversary threats by developing campaign plans to integrate joint operations with national-level resource planning and policy formulation with other USG departments and agencies. Currently, Gavin leads the 2024 election posture for his office. Gavin joined CISA from other federal agency and is a graduate of James Madison University.
